Description
Pursuant to State Board Rules 6A-1.012, 11b Purchasing Policies, the requirement for requesting competitive solicitations for commodities or contractual services from three or more sources is hereby waived as authorized by Section 1010.04(4)(a), F.S., for the purchase by district school boards of educational services and any type of copyrighted materials where such materials are purchased directly from the producer or publisher, the owner of the copyright, an exclusive agent within the state, a governmental agency or a recognized educational institution.
Gap Analysis
Lexia Learning English Language Development (ELD) is an adaptive blended learning program that supports Emergent Bilingual students’ English language acquisition through academic conversations. The program integrates speaking, listening, and grammar in the subjects of math, science, social studies, general knowledge, and biographies. This platform is for secondary newcomer students in the English Language Development courses.
Currently, there are over 4,000 ELs receiving ESOL services in grades K-12 of which 40% are in secondary grades. In grades K-12, 50% are immigrant students.

Lexia Learning ELD equips educators with simple, actionable data, and reports to ensure academic success and better learning outcomes for all. This online platform provides teachers and Emergent Bilingual learners with the tools they need for success.
Previous Outcomes
Previously English Language Development Course teachers used materials that had been purchased many years ago and were outdated. Lexia Learning was implemented at the secondary schools for the first time in 2023-2024 and has shown an impact on student language acquisition.
Expected Outcomes
For recently arrived immigrant students with very low English proficiency skill to acquire content area language. To develop the English language proficiency of students to be successful in content area courses and move up in WIDA levels as measured by ACCESS Assessment.

That the list of vendors for the anticipated purchase of materials and services exempt from the bidding process be approved as presented.
