Description
The purpose of this agreement is to delineate the responsibilities of The Sarasota Ballet of Florida, Inc. and The School Board regarding the sharing of relevant student data for students participating in the Sarasota Ballet Dance - The Next Generation (DNG) Program.  The DNG program is an afterschool program for students in grades 3-12 that provides instruction in ballet, jazz, elements of dance in composition and serves to increase students' confidence and self-esteem.

Description
JD Palatine will provide background checks, verifications and other consumer reports to the School Board of Sarasota County for Level 1 volunteers. 14.APPROVAL OF MODIFICATIONS TO THE DATA SHARING AGREEMENT BETWEEN THE UNIVERSITY OF NORTH CAROLINA AT GREENSBORO ON BEHALF OF ITS SERVE CENTER AT THE UNIVERSITY OF NORTH CAROLINA AT GREENSBORO AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
This is a modification to the agreement that is intended to support students and parents with their educational endeavors related to increasing teacher retention, reducing teacher absences, improving teacher effectiveness, and helping teachers earn industry-recognized STEM (science, technology, engineering and math) credentials at a higher rate.

Description
This agreement is designed to strengthen the data acquisition and management processes needed to ensure that continuous progress is being made in areas supported by the Suncoast Campaign for Grade Level Learning:  Improved attendance, decreased summer learning loss and improved school readiness.

16.APPROVAL OF THE TITLE IV: STUDENT SUPPORT AND ACADEMIC ENRICHMENT GRANT TO THE FLORIDA DEPARTMENT OF EDUCATION
Description
ENTITLEMENT: Grant funds of $610,648.00 will provide students with access to a well-rounded education, improve safe and healthy school conditions for student learning, and improve use of technology in order to improve the academic achievement and digital literacy of all students.

17.APPROVAL OF THE CORONAVIRUS PREVENTIONS AND RESPONSE CARES ACT: SANITATION AND CLEANING GRANT TO THE FLORIDA DEPARTMENT OF EDUCATION
Description

ENTITLEMENT: Grant funds of $446,832.00 will provide for allowable items to include but not limited to: cloth face coverings, cleaning and disinfecting supplies, hand sanitizer, bleach wipes and spray, face shields and other PPE for all Sarasota schools including charters and participating non-profit, non-public schools.

18.APPROVAL TO AWARD BID #21-0023 FOR ATHLETIC CLOTHING & EQUIPMENT
Description
Bids to provide ‘Athletic Clothing & Equipment’ were received from fourteen (14) vendors on September 16, 2020. The bids of Baker’s Sports, Inc., BSN Sports LLC, Coastal Enterprises, MFAC LLC, Neff, Promaxima Manufacturing LLC, Riddell/All American, S&S Worldwide, Southern Park and Play, Inc., and Varsity Spirit Fashions & Supplies LLC, were the best percentage discount meeting the advertised specifications. This bid is for a period of one year with an option to renew for two additional one-year periods. The funds for these purchases are contained in the budgets allocated to the Schools and Departments. Reasons for not selecting the apparent low bid were included with the bid tabulation.

Description
Proposals to provide ‘Operational Auditing Services’ were received from four (4) proposers on August 25, 2020. The proposal of Carr, Riggs & Ingram, LLC was the best proposal meeting the advertised specifications. This proposal is for an initial three audits. Additional audits will be taken back to the board for approval when fees are negotiated. This proposal is for a three-year period with the option to renew for two additional one-year periods. The funds for this purchase are contained in the operating budget allocated for these services.

22.APPROVAL OF THE DELETION OF THE SRO-SECURITY TRAILER # 99-626 LOCATED AT SARASOTA MIDDLE SCHOOL
Description

The specified building is a relocatable classroom that is no longer needed by the district. The building has been inspected by the Facilities Services and Construction Services staff and is deemed to be no longer economical to maintain or renovate.
Funds for this demolition is available through the capital project #3425.

Description

All work has been completed and all required close-out documents have been received from the contractor. The final project costs have been internally audited and are enclosed herein the final payment application #22004128-06 to the contractor for approval. The Acting Director of Facilities Services has determined that the project is complete in accordance with state statutes.

New Business
26.APPROVAL OF EXCHANGE AGREEMENT FOR FUTURE SCHOOL SITES IN WELLEN PARK
Description
There are numerous residential projects proposed or already approved in Wellen Park in North Port.  Since this is an area of growth, staff has determined that a K-8 school and a high school will be needed in this location to serve the future educational needs in this area.  The District owns a future K-8 site in Wellen Park that will be exchanged for a new site adjacent to the site of a future high school site that is being purchased.  This agreement provides for the exchange of the K-8 site and the purchase of the high school site.  Both sites will total 130+ acres with a purchase price of $10.2 million.  Funds for this purchase will come from the 2019-20 and 2020-21 capital budgets.

That the School Board approve the exchange agreement with Manasota Beach Ranchlands, LLLP to exchange and purchase sites for future schools in North Port, as presented.

27.APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTHS ENDING JULY 31, 2020 AND AUGUST 31, 2020
Description

The Superintendent’s Financial Statements for the months ending July 31, 2020 and August 31, 2020 reflect anticipated results for the first two months of the 2020-2021 fiscal year. The full impact of the COVID-19 pandemic on District finances is not known at this time. Food and Nutrition Services is awaiting federal draws from the summer feeding program which resulted in borrowing from the General Fund. The due to other funds is the amount owed to the General Fund until these funds are received. The District has been assured they will be held harmless for the first semester and will closely monitor student enrollment, sales tax revenues and legislative actions as the fiscal year progresses. The negative trend shown in the General Fund will continue until approximately November when property taxes are received.

That the Board approves the Superintendent's Financial Statements for the months ending July 31, 2020 and August 31, 2020 as presented.

29.APPROVAL OF BOARD ACKNOWLEDGEMENT OF COMPLETION OF THE SARASOTA COUNTY SCHOOL BOARD 2020 FLORIDA SAFE SCHOOLS ASSESSMENT
Description
Section 1006.07(6) Florida Statutes requires school districts to use the Florida Safe Schools Assessment Tools (FSSAT) to conduct a self-assessment of the school district's current safety and security practices. According to the law, each school board must receive FSSAT results at a publicly noticed school board meeting.  Each school district shall report the self-assessment results and schoolboard action to the Commissioner of Education within 30 days following the school board meeting. The Florida School Safety Assessment was conducted and found that the district complied with the provisions of Section 1006.07(6) Florida Statute. The information gathered in this Safe Schools Assessment Tool is classified as For Official Use Only (FOUO), is protected from public disclosure under § 281.301FS and is exempt from public records requests under § 119.071(2)(d) FS and should be handled accordingly.

Description

The Office of Early Learning has made funding from the CARES Act available to the Sarasota Early Learning Coalition (ELC) to transmit to Sarasota County School District for the Rising Kindergarten Grant for current kindergarten students. This opportunity supports current kindergarten students with the most significant academic need to become further acclimated to kindergarten and prevent literacy achievement gaps.

Description

The attached purchase reference was approved for use on a prior Board Agenda as indicated on the attachment.  This is a request to increase the original approved dollar amount for anticipated purchases.


Pursuant to State Board Rules Purchasing Policies 6A-1.012(11)(b), the requirement for requesting competitive solicitations for commodities or contractual services from three or more sources is hereby waived as authorized by Section 1010.04(4)(a), F.S., for the purchase by district school boards of educational services and any type of copyrighted materials including, without limitation, educational tests, textbooks, printed instructional materials, computer software, where such materials are purchased directly from the producer or publisher, the owner of the copyright, an exclusive agent within the state, a governmental agency or a recognized educational institution.

 

Additional funds are for anticipated purchase of materials and/or services for the Reading Recovery Intervention Program exempt from the bidding process.

 

The funds for these purchases are contained in the budgets allocated to the appropriate departments and schools.
